Yes, within the limits of the applicable guarantee scheme. The guarantee covers the lender for a share of the default, which is what makes unsecured lending possible. Beyond that limit, security is normally required.
New units have fewer options but are not excluded, particularly under schemes aimed at first-time entrepreneurs. A clear project report and a genuine margin contribution matter much more when there is no track record to show.
